NOAA-Supported Scientists Predict: Larger Than Average, Gulf Dead Zone

The northern Gulf of Mexico hypoxic zone, an underwater area with little or no oxygen known commonly as the “dead zone,” could be larger than the recent average, according to a forecast by a team of NOAA-supported scientists from the Louisiana Universities Marine Consortium, Louisiana State University, and the University of Michigan.

Scientists are predicting the area could measure between 6,500 and 7,800 square miles, or an area roughly the size of the state of New Jersey. The average of the past five years is approximately 6,000 square miles. It is the goal of a federal state task force to reduce it to 1,900 square miles. The largest dead zone on record, 8,484 square miles, occurred in 2002.

This forecast is based on Mississippi River nutrient flows compiled annually by the U.S. Geological Survey. Dead zones off the coast of Louisiana and Texas are caused by nutrient runoff, principally from agricultural activity, which stimulates an overgrowth of algae that sinks, decomposes, and consumes most of the life-giving oxygen supply in the water. It is unclear what impact, if any, the BP Deepwater Horizon oil spill will have on the size of the dead zone.

“The oil spill could enhance the size of the hypoxic zone through the microbial breakdown of oil, which consumes oxygen, but the oil could also limit the growth of the hypoxia-fueling algae,” said R. Eugene Turner, Ph.D., professor of oceanography at Louisiana State University. “It is clear, however, that the combination of the hypoxic zone and the oil spill is not good for local fisheries.”

Hypoxia is of particular concern because it threatens valuable commercial and recreational Gulf fisheries. In 2008, the dockside value of commercial fisheries was $659 million. The 24 million fishing trips taken in 2008 by more than three million recreational fishers further contributed well over a billion dollars to the Gulf economy.

“As with weather forecasts, this prediction uses multiple models to predict the range of the expected size of the dead zone,” said Robert Magnien, Ph.D., director of NOAA’s Center for Sponsored Coastal Ocean Research. “The strong track record of these models reinforces our confidence in the link between excess nutrients from the Mississippi River and the dead zone.”

“The 2010 spring nutrient load transported to the northern Gulf of Mexico is about 11 percent less than the average over the last 30 years,” said Matthew Larsen, Ph.D., USGS associate director for water. “An estimated 118,000 metric tons of nitrogen in the form of nitrate were transported in May 2010 to the northern Gulf.”

The collaboration among NOAA, USGS, and University scientists facilitates understanding of the linkages between activities in the Mississippi River watershed and the downstream effects on the northern Gulf of Mexico. Long-term data sets on nutrient loads and the extent of the hypoxic zone have improved forecast models used by management agencies to understand the nutrient reductions required to reduce the size of the hypoxic zone to the established goal. This year’s forecast is an example of NOAA’s growing ecological forecasting capabilities that allow for the protection of valuable resources using scientific, ecosystem-based approaches.

An announcement of the size of the 2010 hypoxic zone, which is an annual requirement of the Gulf of Mexico Hypoxia Task Force Action Plan, will follow a NOAA-supported monitoring survey led by the Louisiana Universities Marine Consortium between July 24 and August 2. Information on the extent of hypoxia will also be available on the NOAA’s Gulf of Mexico Hypoxia Watch Web page, which displays near real-time results of the NOAA Fisheries Service summer fish survey in the northern Gulf of Mexico currently underway and scheduled to be completed by July 18.

Sudan A Nation In War

Washington (People Port) Sudan is a country in North Africa bordering the Red Sea. The North of Sudan was the Nation of Nubia. It was first colonized by Egypt. It converted to Coptic in the sixth century, Islam in the fifteenth. Its industries include petroleum refining, pharmaceuticals, armaments, automobile/light truck assembly. It also has Darfur and Southern Sudan. Northern Sudan speaks Arabic and are Arabs. Most of the rest are not Muslim, non-Arab.

The country of Sudan has been at war for almost as long as it has been a nation. The North enjoys a growing industrial base. Darfur and the South live in war. Life is very cheap here. Children are stolen and sold as house maids or worse. Life is not much better in the South where women are sold off. Every area of Sudan has human trafficking. Ethnic cleansing is the effect of Sudan's almost constant ethnic and rebel militia wars. Sudan has also hosted refugees from neighboring countries. Some of those countries sponsored rebels that also fought wars. There are wars over grazing rights. Wars fought over water. Egypt tries to keep the peace in the Hala'ib Triangle. Still war shows there from time to time.

When power sharing was brokered between the North and the South, hopes rose. The President of South Sudan thought he could control the militias. At one point, the South could have become a Nation earning income by taking care of all the areas refugees. When the North recently ordered the NGOs out, some thought a perfect solution lay to the South. The world saw it different.

The President of Sudan was not indicted for genocide. The International Court did indict him. No there were not loads of peacekeepers in Darfur or anywhere else. The peacekeepers were changing out. There are not enough in any area. The South and the North are busy building their military capacity in advance of the Sudan vote on splitting the North Sudan and South Sudan. One of the ships carrying armaments to both the North and the South was taken by pirates. Northern sanctions have little chance of working. Two of Sudan's biggest trading partners are India and China.

Right now the President of South Sudan, is the Vice President of Sudan. If Sudan splits, the President of Sudan will become the President of North Sudan. Chasing Darfur residents out, suggests, that too will be part of North Sudan (could not find an overlayable map of Nubia).

Rather than follow the Ghana model of Nation Uniting or the Bangladeshi Model of providing useful work to its citizens. Bangladesh, a poor Muslim nation, prides itself on education. Pirates rob ships passing, or going anywhere near, Bangladesh. Yet, that nation created an industry providing labor to other countries. It earns almost $5 billion a year. The military has problems in Bangladesh. When pay was late and the difference between officers and enlisted widened, people died. No one would think of sending in peacekeepers. Sudan is a unique nation of constant war. When the President of Sudan was indicted, he ordered the NGOs out of the country. War trials are suppose to build Societal Restoration. That has been the goal since Nuremberg.

In Cambodia, a few Khmer Rouge are about to go on trial. The Court would like adding a few more. Cambodia does not see it that way. When members of the Khmer Rouge found out how bad these guys were, They split and started a resistance. With the help of Vietnam, they kicked them out. The Khmer Rouge became gorillas. This process kept repeating until 1990 when the world stopped funding the wars. As most would expect, there are good and bad Khmer Rouge.

Cambodia wants the Court to limit the bad to those that stayed, killing. The trials are for the affected nation. With time, and that trial, a true nation emerges, Society is rebuilt.

That very important Court looks bad right now. Some civilized lawyer wanted to look good, presto -the NGOs are out and more people will die. Not the civilized lawyer's fault -it is Sudan that refuses to play by the rules... The ICC crusaders now appear to be a political arm of the UN. The ICC has a tool called, JCE Joint Criminal Enterprise or as it is also known Just Convict Everyone. With it, the Pope could be indicted. They all wanted the President of Sudan to be indicted for genocide. Did not happen. Sudan's tin-pot tyrant knows he only needs a reasonable argument to look good at home. Time is now his friend. The world suddenly noticed the pirates.

No crime committed before 2002 could be investigated. Cambodia passed a law to bring justice.

This article was spurred by Sudan's action against those that murdered a reporter.Those in the conflict area, civilians, and armies, need protection this Court could offer.

In researching this article, it seems the unintended consequence to those most in need of protection: The parties act as though they are simply sagebrush. That sagebrush is blowing about a desert. The idea that refugees should be resettled in their homeland may not be what is best for refugees in or from Sudan.

What is important to all humans is a useful, filled life.

President Obama as President has stated he is troubled by Darfur. The United States did not sign or ratify the ICC treaty. Yet, one could expect the United States State Department to be looking at Sudan very closely.

The United States has real options. Our State Department is a creative group that would not want anyone hurt. This maybe the time that North and South Sudan, quickly resolve this situation. All refugees need protection, these in particular, need protection and a new useful life.

Darfur may become independent.

There has been a call for Sudan nationalism.

Many non-Northerners call themselves African.

Sudan, up to the 1800s earned their vast incomes from slavery.

Sudan constantly is said to have resources motivating the wars.

The End Of Oil Is Here, Today

Our Navy is changing fuels again. They use lots of bio-fuels now. The goal, half of all energy needs will come from alternative fuels by 2020. When I wrote, We Are At The End Of The Oil Era, Did not think I would be writing this so soon. The Navy's Hybrid ship, Makin Island, saved more than a million dollars on her maiden voyage.

Our Navy's Secretary, Ray Mabus, has a plan. Much like the Navy of our past, She will become alternatively fueled. From the current dependence on oil, nuclear to a large assortment of sippers. Those betting against our Navy and Marines will be wrong -again.

The switch from sail to coal caused a big fuss, settled in the Civil War. The switch from coal to oil allowed the refueling at sea. Changed the whole concept of war. The switched to nuclear proved reactors could be made safe and deliver power for civilians.

Our Navy is setting out to expand our reach, while cutting costs. This will help our farmers, cut our oil dependence dramatically, while encouraging civilian adaptations to the new reality, The Oil Era is setting. We have seen many firms convert parts of their fleets to electric or hybrid for surface transportation. The Navy is changing everything. The thought of a warship dressed out in solar panels may one day happen, however, this new reality is here today.

Stop Killing Off Innovation

Often repeated, "We need to staple green cards to PhD degrees." not true. Only PhDs are getting patents is a myth that one day may become true (business owners protecting their processes, last time I checked). Once, Microsoft did not have any (Sorry, this one is long but should not become a series and is not the article I sat down to write).


America's creativity is not a function of immigration (it helps), it is a function of society allowing innovators to bud, bloom, and flourish. From all the ink dedicated to protecting Wall Street's creativity club, one would hope a local story on some new widget would pop.



While referred to as a system of farm teams: minor leaguers moving up to the major league, I will call it a new form of slavery, indentured servitude may be good also. Started harmlessly, University Services trading information with the business community. Not a billion dollar company, Community College is your best bet.



You will be guaranteed a star. Those watching, What Went Wrong, investigations see why our nation is doomed. The risk experts (or any other expert so far), have yet to mention as a reason, lost jobs, unemployment, under employment... It may look like all CEOs want to hire dummies. Carl Icahn's, Anti-Darwinian Metaphor. While others, have put a much finer point on the problem, Today, many of those anti-big-government voices see a leader investigating the mess, that person's questions appear to defend past economic policy instead of finding out. They argue forcefully, "Throw the bums out." Anyone with a fifth grade education would have done better.



Those with large mega-phones have sized on the wind, to launch an anti-education campaign: PhDs are the problem, Professors are the problem. Part of the problems could be ignorance, rewriting history, lack of empathy are some of our problems. Our systems that we have put in place to advance foster, and grow our tomorrows, instead often feeds into our new slave systems.



Innovators are held back, to get more education. Often they did not know, want, and already knew. The real reason, the -right- person gets the opportunity. We still cling to the notion, How smart you are is a function of how much money you have.


Under this notion, Alexander Bell would have invented the airplane. Our systems seem to operate to guarantee, Bell will invent the airplane or it will not be invented. Strong words, they point to the people currently running our to-big-to-fail banks giving answers that do not take into account our economy and how our economy works.
Why and When I first looked into Microsoft's patents is a short story... I wanted to try out USPTO's satellite office. Working on a computer program, I was sure Microsoft had already invented it. Back then, Microsoft did not have any patents, they had copyrights... I did find the head of Florida's Innovation Center owning quite a few. She mentioned at her Innovation seminars, She's not an inventor. She no longer heads and I cannot find, Florida's Innovation Center.



What you need to know, back then, a portion of those attending those seminars, warned that she and those like her, Will rob you blind. It is not a great leap to today's protesters. Many back then would not attend a seminar at a University campus. I listened and politely disagreed.



Education is the way out of poverty. Innovation will keep this nation safe long after we are gone, Should we allow it to grow again. Most firms have a safe way for innovators to interact with firms, not just Apple and Google.



FaceBook is often touted as the hightech firm of tomorrow. They have recently claimed they are closer to a Mom And Pop operation. FaceBook was pulled along so Universities could keep an eye on their students and it has operated to silence different voices. If a firm with an innovator's portal, has not had successes in the last year, there may be another reason than this bad economy. If your library has a policy that allows your work to be copied, used,... There may be something up.



History demonstrates Ben Franklin added to our nation's founding. I have no problem stapling a green card to inventors's, writers's... degree. The problem I have is slavery, cast system's that promote taking from society's dregs for the use of a higher cast. I have given away plenty because it was the right thing to do not because they were members of a higher cast.



When Google Labs started working on spreadsheets, I offered my, "Decision Support Applications For Business Planning's," Braille edition. They did not take me up on the offer and I did not know cloud computing was yet to be born. Innovation, on top of innovation, on top of innovation.



Google often replace Microsoft when an innovation example is used. Universities like it better because it began at a university. Before Microsoft, Bill Gates was earning income from programs he designed on computer labs at the schools he attended. Back then, he and those like him were cheered on. Today, universities have an absolute right to a piece of what ever is developed, in or out of school. Their farm-team system has become an institution of slavery. It is enforced. Starvation and all the cult tricks come into play and are used for sport. Though not with sport stars.
While the major Mega-Phones continue to bash education, the underlying reason is this new system that will squash innovation, eventually. Told, I just write a blog no one reads. Well maybe, I only care that you still read. People Port, at one time had hundreds of webpages and forty feeds. Some were even monitored for hits. See, No one visited. Well, That may be true, Just so you know, I paid your firm for...
Some will stop reading for this assault on our higher institutions. Self-selection, market segmentation is real.



A fancy company now gets paid to settle website hits. No doubt they have a University Services Department, They will give out any results you want, however, they have dibs on...

Lake City, USA (People Port) Soon after GemStuddedNails (now Jewelednails.com) opened, health links were added. I tried a worry meter at that time because some of the news seemed to require it or something. Learned very quick, my readers would worry about anything they wished -a worry meter was not needed. People Port developed to bring shoppers into GemStuddedNails.

It was never intended to become a source for revenue. Today it is needed. Times are very hard. I am working hard to make that happen, readers know what to expect. Things evolve. I developed this statement after researching the industry standards. I do not have a business plan to create a People Port stand alone business and cannot afford to write one. This is written to put to rest externalities.

Ethical Conduct Statement

Our mission is making our readers lives happier, healthier, and freer. Our work should help our readers build their tomorrow.

People Port writes articles for our readers enjoyment. Our work should make their lives easier. Put in our Declaration Of Independence perspective, Life, Liberty, and the pursuit Happiness... All maybe the focus of articles, our preference is Happiness. To that end, systems in practice today that limit a person's happiness, wellbeing, or freedom will become the focus of articles.

BP Continues To Move Itself Into Deeper Gulf Waters

BP continues to get itself in deeper waters. Chairman Markey has been around a long time. He asks very good questions. There seems to be tension between his office and BP. That is bad for all. If the reports are true, BP has attempted seeking shelter under a Republican Tarp.


Again, not the right choice. I give CEO Tony Hayward credit for being willing to speak while in the Gulf. Here, on People Port actions are given far more weight than words. Words can only give shape to actions. BP's actions seem to indicate they want to stop the hurt they are causing to our Gulf area. BP claimed they possessed the ability to contain a massive spill. They are now working through an unanticipated spill.

The scientific community has seen all types of new fixes not work. Underwater plumes are only one and their existence may not be real or connected. When the early science of this incidence is written each find may grab headlines, limelight. Real confirmed science is need, however, that may be years away.

I do not understand why BP could pump mud in, yet, they cannot pump the oil out the same holes they used to pump mud in. If their artist's renditions of the BOP, LMRP are accurate there is plenty of room for Y's and pumps. Myself, the first containment dome should have worked. Depending on which description was accurate, they only needed to heat the oil/water area or they needed 24 inch pipe a couple hundred feet tall connected to the top (allowing the crystals to become a gas and that gas and oil would pressurize the pipe) of the containment dome, allowing the gas to separate from the oil. That pipe would allow oil and gas to draw off salvaging the oil in that well.

Should the previous example seems to be a contradiction, or application of different versions of facts, I would suggest BP's detailed description, be a detailed description. From BP's website application (People affected by the spill) to their willingness to let their failures be filmed, BP seems to attempt to live up to their reputation as an environmental energy advocate.
